Passing a man on his phone to the council complaining about a neighbour’s behaviour. A woman who allegedly took exception to a (child’s) tennis ball going into a garden (‘it wasn’t even her garden’). How local disputes have evolved from mob rule, a local tribunal, to the modern bane of the ubiquitous ‘hotline’.
